Kit Consulting: advice for the digital transformation of SMEs

What was the call for Kit Consulting, which companies could access, what amounts it envisaged and what advisory services the programme included.

Kit Consulting was born within the Red.es Change Agents program to help small and medium-sized enterprises to hire specialized services of advice in digital transformation. It was funded by the European Union through the Recovery, Transformation and Resilience Plan - NextGenerationEU.

It was intended to enable SMEs to analyse their situation, define a strategy and prepare decisions on artificial intelligence, data, digital sales, processes, cybersecurity or global business transformation.

The difference against Digital Kit was essential: Kit Consulting financed advice, not the direct purchase or implementation of digitization tools and solutions.

September 2026 update. This article retains the information of the call published in 2024, whose deadline for applications ended in March 2025. In January 2025 the basis for maintaining its application until the exhaustion of the funds and allowing, where appropriate, new allocations or calls. The content does not imply that there is an open time limit at the moment: before any proceedings are initiated, the situation in Red.es, Accelerera Pyme and the BOE must be checked.

Kit Consulting was part of the Recovery, Transformation and Resilience Plan and was funded by the European Union - NextGenerationEU.

What did Kit Consulting finance?

The programme allowed for the recruitment of one or more services included in an official catalogue, which was to be carried out by an Adinjured Digital Adviser and to be formalized by a Advisory Services Delivery Agreement.

The bonus was given to the consultant within that agreement. The payment was conditional on the service being provided, properly justified and Red.es will verify compliance with the conditions.

The aid was therefore not a free income for the beneficiary company. It was linked to a specific service, to deliverables and to a justification procedure.

Which companies could apply for the aid

The call established three segments according to the number of employees:

  1. Segment A: companies between 10 and less than 50 employees, with a maximum of EUR 12,000.
  2. Segment B: companies between 50 and less than 100 employees, with a maximum of EUR 18,000.
  3. Segment C: companies between 100 and less than 250 employees, with a maximum of EUR 24,000.

In addition to the size, the applicant entities were required to comply with the administrative and economic requirements set out in the bases: to have the status of a pyme, to be registered in the corresponding census, to be aware of tax and social security obligations, to be not considered as firms in difficulty and to respect the limits of de minimis aid, among others.

The aid was granted on an application order on a non-competitive basis, provided that the requirements were met and credit was available.

Which advisory services included

The 2024 call included ten categories. Each service had a maximum of €6,000.

Artificial Intelligence

The advice helped to identify opportunities for use of AI, review data preparation and define a case of use adapted to the activity of the pyme. The aim was not to install a generic tool, but to prepare a specific strategy and application.

Analysis of basic data

It was directed at companies that needed to start organizing, visualizing and using their data. It could include a first identification of sources, indicators, tools and opportunities for improvement.

Advanced data analysis

Designed for organizations with a previous analytical base that sought to evolve to more advanced models, improve data governance or prepare new operating and prediction capabilities.

Digital sales

It allowed to analyse the business situation of the company and define a digital channel sales strategy. It could include online presence, ecommerce, fundos, marketing, customer experience, indicators and implementation priorities.

Business or production processes

The advice should translate the analysis into process improvements and a road map.

Strategy and business performance

It focused on the use of information and technology to improve decision-making, objective control and overall performance of the company.

Basic cybersecurity

It helped to know the level of exposure, identify risks and establish a first protection strategy, procedures and good practices.

Advanced Cybersecurity

It was a major feature of organizations with greater maturity or complexity, working on risks, controls, continuity, response and development of safety capabilities.

Preparation for certification in cybersecurity

It allowed for the assessment of the distance between the company’s situation and the requirements of a certification, as well as the definition of the measures and evidence necessary to prepare.

Digital transformation 360

It offered a cross-cutting view of the business to relate strategy, customers, people, processes, technology and data. It was especially useful when the company needed to prioritize before contracting isolated solutions.

How the bonus was used

The beneficiary company could distribute the bonus between several services, respecting the maximum amount for each category and the total amount for its segment.

The process normally included these stages:

  1. Telematics request for support by the pyme.
  2. Resolution on the granting and availability of the advisory bonus.
  3. Choice of one or more services from the catalogue.
  4. Selection of an Adjusted Digital Advisor.
  5. Signature of the benefit agreement.
  6. Development of counselling and generation of deliverables.
  7. Presentation of the justification and verification by Red.a.

The specific time limits for agreements, provision and justification were dependent on the call and subsequent amendments, and therefore no copy of a 2024 publication should be applied today without being compared to the official documentation of the file.

The role of the Adjusted Digital Adviser

Only the attached advisers could provide the subsidized services included in the catalogue.

The adviser did not simply deliver general recommendations; he had to develop the committed service, document the work and prepare the evidence necessary for its justification.

What happened to the 2024 call

The deadline for applications was March 2025. Red.es subsequently reported that the programme had been put to the stage of justification and that over 17,400 digital advisory aid had been granted during its first year.

In January 2026, Order TDF / 38 / 2026 modified the basis, including other changes, which would continue to apply until the total exhaustion of the funds and allowed for the reinvestment of remaining funds or the publication of new calls where appropriate.

This requires a distinction between three situations:

  • The historic call of 2024, already closed for new applications.
  • The projects granted that continue to be subject to implementation, justification or closure.
  • Any new calls or allocations that may be officially approved.

An old news, a catalogue still accessible or the validity of the bases alone do not show that there is an open call.

How to take advantage of a digital advisory process

With or without public support, a digital transformation consulting only provides value if it ends up in usable decisions. A good process must connect the diagnosis with responsible, priorities, costs, dependencies, risks and indicators.

Information on:

  • Trade and operational objectives.
  • Current processes and major blockades.
  • Systems, integration and data quality.
  • Existing equipment and suppliers.
  • Risks, regulatory requirements and safety.
  • Budget, timetable and success criteria.

The deliverable should not be a generic list of technologies. It should explain what problem is addressed, why priority is given, what changes are required and how the result will be checked.
